IBM declared in a new corporate policy that it was establishing new IT standards and redefining its ties with the International Standards Organization (ISO). If developing countries want to develop their own standards, IBM is willing to support them. Ramifications are clear regarding the turbulent debate around acceptance of Microsoft's Open Office XML (OOXML) data format.

Last Friday I had the pleasure of speaking at Tsinghua University in Beijing at an IBM-sponsored conference attended by over 200 government officials, business leaders, and academicians to discuss the confluence of three important topics: open standards, innovation, and intellectual property policy.

The Icelandic government has released a policy on free and open source software. In short, the policy states that when buying software free and open source software should be considered on an equal footing with proprietary software, that software based on open standards shall be chosen, that lock-ins to specific vendors should be avoided (choosing free software is one means to achieve this), that bespoke or customized software shall be reusable (and free and open source software achieves this), and finally that students of Icelandic educational institutes shall have the opportunity to learn about and use free and open source software on a par with proprietary software.

This policy applies to all state institutions and organizations operated with public funds.

One of the key moments in the rise of open source was when Massachusetts announced that it was adopting an open standards policy for documents.

Open source is under attack in Europe. Not openly or obviously, but in the background, behind closed doors. The battleground is the imminent Digital Agenda for Europe, due to be unveiled by the European Commission in a month's time, and which defines the overall framework for Europe's digital policy.

The UK government has rejigged its open source and open standards software procurement policy, following pressure from OSS vendors last autumn. Early last year the Cabinet Office revised its rules on public sector open source software purchases, but many OSS players complained that the policy amendments didn’t go far enough.

The Free Software Foundation Europe is calling on European Free Software businesses to participate in a survey of business attitudes towards the acceptability of including patents in industry standards.

Determining a move toward open source and open standards needs to become a lot less emotional. And to get there companies need to cook up a policy for evaluating a move to open standards and open source.
