RESTful Web Services should be
RESTful Web Services should be considered as true software, not just as services (1). These problems should be covered by the GPL, not by another license (2 and 3)... this will involve new problems in the future, like the Debian position on AGPL

If the software is running on the user's computer it should be free software. If the software is not running on the user's computer, then it doesn't have to be free software.

The problem with Free software
The problem with Free software ideals as well other ideas is that they're anything but simple.
Any ideas that are complex enough will eventually collapse because they will eventually be incoherent and inconsistent if you take it far enough.
With web services, Free software meet its match.
It is like moral debate about abortion. In this case, it is about weather people should have the right not to make the web service available as free softwares or should be forced to.
