Microsoft’s position is hardening as the ISO vote on OOXML (DIS 29500) in Geneva approaches at the end of this month. We know more clearly now how Microsoft and its proxy group, ECMA, will position Microsoft’s OOXML specification in advance of the vote. In short, Microsoft is betting that its influence with National Bodies will allow it to push through a specification which elevates its own interests over that of truly competitive, open international standards. In the end, it will be Microsoft’s own inflexibility that will be its undoing, and that undoing means knocking the OOXML out of approval for ISO status.

If anything, the ODF Alliance analysis is too charitable. OOXML is NOT CLOSE TO a community of one. Documents produced by Microsoft Office 2007 are not OOXML (Ecma 376), DIS 29500, or even DIS 29500 as amended at the BRM.

The UK has submitted its comments on the adoption of the draft of ISO/IEC DIS 29500 OOXML (also known as ECMA 376) to JTC1, the joint technical committee of ISO, the International Organization for Standardization, and IEC, the International Electrotechnical Commission. The comments were collated after several months of technical review by industry experts.

"As you will recall, V1, the INCITS Technical Committee that addresses document format standards, was unable to reach consensus on a recommended US vote to either approve or reject DIS 29500, the draft ISO/IEC standard that describes Microsoft's OOXML formats. As expected, Microsoft is seeking to gain a US vote in favor of OOXML..."

Circumstantial evidence is mounting of one or more private deals having been struck to approve DIS-29500 Office Open XML ("OOXML") as an international standard, a deal that may have played a role in several key national standardization bodies changing their voting position to approve OOXML.

The day is fast approaching when the comment and voting period for ISO/IEC DIS 29500, the draft ISO specification based upon Microsoft's Office Open XML formats, will either be approved or not. As Sept. 2 comes closer, Microsoft appears to be stuffing the ballot boxes of some countries' ISO organizations while open-source and standard organizations are firing back with furious words.

The GNOME Foundation has issued a statement in response to recent accusations that it has been supporting the acceptance of Microsoft's Office Open XML format (OOXML) as an ECMA standard at the expense of the Open Document Format (ODF), the open standard used by OpenOffice.org, KOffice and other free software office applications.

Microsoft's Office Open XML (OOXML) document format, which was technically approved in April as an international standard (ISO/IEC 29500), may be on its way toward surviving an appeals process -- the last challenge to its legitimacy as a standard.

"Even though the JTC1 ballot closes on September 2 on Microsoft’s product description for Microsoft Office, namely OOXML or DIS 29500, this will not become an ISO/IEC standard in 2007."
