For years Microsoft has had the de facto "standard" everything simpy because the majority of people use it and think it is the standard. Microsoft never did anything about this. It enjoyed the de facto standard position and never actually sought to makes it formats actual standards. But in 2006 something happened.

Following criticism from the Open Source Industry Association (OSIA) over its ambition to have the Office Open XML (Open XML or OOXML) format accepted as an international (ISO) standard, Microsoft's group product manager for Microsoft Office, Gray Knowlton, spoke with Computerworld about why the world needs two standard document formats.

Microsoft's Office Open XML (OOXML) document format, which was technically approved in April as an international standard (ISO/IEC 29500), may be on its way toward surviving an appeals process -- the last challenge to its legitimacy as a standard.

ODF, an international standard, is an open standard for any vendor to implement without restrictions. Massachusetts recently recognizing both ODF and OOXML as document formats, and Denmark running multi-format document trials. the European Commission has endorsed Open Document while various authorities in Austria, Brazil, France and the United Kingdom have adopted applications that support ODF.

The editor of the Open Document Format standard has written a letter that strongly supports recognizing Microsoft's Open Office XML file format as a standard, arguing that if it fails, ODF will suffer.

The GNOME Foundation has issued a statement in response to recent accusations that it has been supporting the acceptance of Microsoft's Office Open XML format (OOXML) as an ECMA standard at the expense of the Open Document Format (ODF), the open standard used by OpenOffice.org, KOffice and other free software office applications.

"...I am aware that I’m making a very long story short here. But I’m doing this on purpose: the conspiracy that Bruce refers could be summarized as Novell engineers hijacking Gnome to serve their own corporate needs, and the problem is, these needs are aligned with the ones of Microsoft. [...] The most important lesson of this is that what matters is the format, not the application. The format creates the network effect and captures users, unless it is open and standard. [...] Apparently some would still like us to believe OOXML is an open standard. Make no mistake, OOXML is not an open standard, just like Christmas is not Easter."

Ever since Open Document Format was standardized by ISO and Microsoft started pushing its own “open” format a significant portion of the Free Software community has been buzzing about how bloated, not really open and ultimately redundant Microsoft’s format is and moreover how Microsoft is using various “dirty tricks” to get its format approved as an open standard.
