It’s late, and in terms of the process it’s hopeless, but the appeals of the ISO vote making Office Open XML (OOXML) an official standard could still have an impact.

As expected, Microsoft is seeking to gain a US vote in favor of OOXML..."

Microsoft's Office Open XML (OOXML) document format, which was technically approved in April as an international standard (ISO/IEC 29500), may be on its way toward surviving an appeals process -- the last challenge to its legitimacy as a standard.

Microsoft’s position is hardening as the ISO vote on OOXML (DIS 29500) in Geneva approaches at the end of this month. We know more clearly now how Microsoft and its proxy group, ECMA, will position Microsoft’s OOXML specification in advance of the vote. In short, Microsoft is betting that its influence with National Bodies will allow it to push through a specification which elevates its own interests over that of truly competitive, open international standards. In the end, it will be Microsoft’s own inflexibility that will be its undoing, and that undoing means knocking the OOXML out of approval for ISO status.

Now that OOXML has been shoved through, (and if you are new to the story, here's a very complete and succinct history of what happened by James Hogarth on Tideway), we find it cut and bleeding on the other side. What about appeals of the travesty?

Here is the ISO document [PDF] reporting the recommendation of the Technical Management Board (TMB) not to pursue the appeals files against OOXML. You could subtitle the document, "Ode to Microsoft,"

Microsoft said allegations that it improperly influenced the vote on a new standard for digital document creation are unfounded and arise mostly from individuals and companies unhappy with the vote's result.

Alex Brown recently tweeted to Microsoft's Doug Mahugh the following about OOXML:OOXML=tought [sic] fights; revealed JTC 1 procedures were rubbish. The OOXML approval was marred by procedures that were rubbish, eh? How about the result, then? Wasn't that exactly what the four appeals against adoption of OOXML stated as one basis, that the process was essentially rubbish? Were they right?

Microsoft has hailed the ISO's acceptance of the Microsoft Open Office XML despite controversy in standards communities about voting irregularities. The new vote reverses last year's rejection of OOXML. Norway's Standard Norge dismissed members and three staff members reversed a no vote. Other countries also reported OOXML voting problems.
