The uproar over OOXML just won't quit. There has now been a formal protest filed, stating that due to irregularities, Norway's Yes vote should be changed to No and informing ISO that there has been a request for an investigation by the Norwegian Ministry of Trade and Industry:

Due to 'serious irregularities,' Norway's OOXML vote could be suspended pending an investigation, adding further intrigue to the ongoing standards debate

Microsoft has filed a complaint about the OOXML disapprove vote in India, according to a report on Open Source India by Venkatesh Hariharan

Official objections regarding the way matters were handled in Switzerland at the recent vote over whether or not to approve MS-OOXML as an ISO standard have just been filed [PDF] by Free Software Foundation Europe.

There is now a report from Norway on how Microsoft rallied its partners to try to get a favorable vote on MSOOXML. Norway will tell us the vote results on September 2.

We have already seen street protests in a few places including Norway (photo above; here is a video and the full story). The BSI (UK) came under legal fire as well. The European Commission is dealing with several investigations as complaints continue to come (more recently from BECTA, whose formal complaint was added to the pile).

"As you will recall, V1, the INCITS Technical Committee that addresses document format standards, was unable to reach consensus on a recommended US vote to either approve or reject DIS 29500, the draft ISO/IEC standard that describes Microsoft's OOXML formats. As expected, Microsoft is seeking to gain a US vote in favor of OOXML..."

Microsoft has hailed the ISO's acceptance of the Microsoft Open Office XML despite controversy in standards communities about voting irregularities. The new vote reverses last year's rejection of OOXML. Norway's Standard Norge dismissed members and three staff members reversed a no vote. Other countries also reported OOXML voting problems.

ere's the scoop from Les Echos.fr on France's sudden change from its No vote to Abstain. Microsoft France's President Eric Boustouller sent AFNOR a letter [PDF] in French, of course. He tells a tale about OOXML and ODF progressing side by side and how if OOXML is approved, a group will be working hard to make the two more interoperable.
