The European Commission, fresh from a major court victory over Microsoft, launched new antitrust investigations into the software giant on Monday, on suspicion it abused its market dominance.

European regulators are examining whether Microsoft (NASDAQ:MSFT) Corp violated antitrust laws during a struggle last year to ratify its Office software file format as an international standard, the Wall Street Journal reported.

Microsoft may have won a year-long quest to make its Office Open XML document format an ISO-recognised international standard, but claims of foul play in the voting process may come back to haunt the software giant when the European Commission concludes its latest antitrust investigation of Microsoft's business practices.

" 'Microsoft should be required openly, fully and faithfully to implement free and open industry standards,' is the message of a letter by the Free Software Foundation Europe (FSFE) to European Competition Commissioner Neelie Kroes. To help achieve this goal, FSFE offered its support for a possible antitrust investigation based on the complaint of Opera Software against Microsoft. The complaint was based on anti-competitive behaviour in the web browser market..."

Antitrust regulators are evaluating the forthcoming Windows 7 and Internet Explorer 8 as part of ongoing activities to ensure Microsoft is in compliance with the final judgment in two landmark antitrust cases that involved individual states and the U.S. government.

"Microsoft is trying to push new file formats that are using ZIP and XML. Are those new file formats any good for Office developers ? In other words, should anyone feel safe to make direct access to file parts, and start getting free of running instances of Microsoft Office and its COM object model, usually through VBA ?"

Last week, Microsoft published the binary file formats for Office. These formats appear to be almost completely insane. The Excel 97-2003 file format is a 349 page PDF file. But wait, that’s not all there is to it!
