FOSS is an abbreviation for Free and Open Source Software. In other words, FOSS is software whose source code is openly available. People can install and even modify FOSS as they please, so long as they follow a few basic requirements listed in the license.

One of the final frontiers for users, and open source programmers, is the dark realm of the financial application. Plenty of office suites, customer relationship managers, IDEs, and various groupware packages abound, but a dearth of solid and usable financial programs are available.

Norway has become the the latest country to pledge funds for public sector use of open source software. Minister of Government Adminstration and Reform Heidi Grande Roeys is granting 2 million kroner ($285,000) to the national center for free software, and the terms of the deal are interesting.
