The Icelandic government has released a policy on free and open source software. In short, the policy states that when buying software free and open source software should be considered on an equal footing with proprietary software, that software based on open standards shall be chosen, that lock-ins to specific vendors should be avoided (choosing free software is one means to achieve this), that bespoke or customized software shall be reusable (and free and open source software achieves this), and finally that students of Icelandic educational institutes shall have the opportunity to learn about and use free and open source software on a par with proprietary software.

This policy applies to all state institutions and organizations operated with public funds.

The newly elected German government plans to support open standards and open source software. In its four-year coalition contract, the government led by chancellor Angela Merkel, writes it wants to orient its IT systems on open standards and include open source solutions.

Government was once the great hope for open source but it will continue to diminish due to a lack of support according to the CIOs of Australia's largest government agencies.

Open source might get a better look-in within government, says Senator Kate Lundy, if those responsible for purchasing decisions were forced by policy to evaluate all the options on the market.

The New Zealand State Services Commission's (SSC) championing of open-source software in government helped its ICT (Information and Communications Technology) branch pick up an award in the government category of the inaugural New Zealand Open Source Awards, held in Wellington this month.

“Information on the total use and value of open source in government is not held centrally and could not be obtained except at disproportionate cost.”

But open source software did “play an important role” in major government applications including the Directgov web portal, the online vehicle licensing system and Jobcentre Plus’s system to help people to find work, Merron added.

Remember when, back in late February, the Cabinet Office released their “Open Source, Open Standards and Re–Use: Government Action Plan”? Myself and many other FOSS commentators were obviously heartily encouraged and have talked about it and examined the policy in some detail.
