Computers may be assiged a static IP address or assigned one dynamically. Typically servers and institutions will use a static IP which will not change each time u get connected. Workstation will use Dynamic Host Configuration Protocol (DHCP) for IP address assignment. It is more easily to find a system if the IP address does not change and is static.
There seems to be a known bug with the Gnome Network Manager included with the Ubuntu 8.10 release that resets any static ip address settings that are set manually when the system is rebooted reverting back to a DHCP setup. These steps will remove the Gnome Network Manager and help you manually setup the required files for your static network configuration.

Static routing is the term used to refer to the manual method used to set up routing. An administrator enters routes into the router using configuration commands. NetworkManager program provided in Ubuntu 8.10 is mainly aiming to provide a simplified Internet connection. NetworkManager is best for home users and simple internet users. If you want to use a fixed IP address it makes problem, the static IP setting will be work only upto the next restart. After reboot you can't see the Fixed IP. It will reset to DHCP.
