Xara Xtreme is not free software because part of it is non-free.
Xara Xtreme uses a non-free drawing engine called CDraw. Xara Xtreme's developers were unwilling to distribute CDraw as free software. If someone were to re-implement CDraw as free software (or make some other program that is API compatible with CDraw), perhaps the rest of Xara Xtreme would be a good contribution to the free world.
As it stands now one cannot distribute a running Xara Xtreme as Xara distributes it and comply with the license -- the GNU GPL -- which requires distributing complete corresponding source code.
