Yes, Mono is controversial, but if you don't like it, don't use a distro that supports it. Lobbying against distros that support it is kind of pointless, isn't it?
As far as I know, the only thing a distro is dependent on is the kernel.
Most packages can be uninstalled. If you don't like something, why not just uninstall it or use a distribution that doesn't have it? Or if you really like Ubuntu, make a remix without Mono in the repos. (you could use dummy packages for all of the mono related packages)
One reason that the people using mono may be worried about or "censoring" the anti-mono crowd is because of the time and effort they've spent to create their projects. Imagine that you've spent months on something, worked really hard on it and when you release it to the public, people turn it down because of patent issues that you did not know about when you started it. If someone told me I'm no longer allowed to use FLTK any more, I'd probably ignore those people.
While I don't like Mono, and I recognize that it is a valid threat being something that could potentially be used as a legal weapon by Microsoft, I don't see why we have to make all of the fuss over getting rid of our "dependence" on it. Why not focus our efforts on the dotGNU project, and get it to a point where we can transition from Mono to that?

Or else, Ubuntu users should mass-migrate to Debian.
