It is attempting to quantify
It is attempting to quantify the economy based on giving away digital goods and making money off scarce services/goods, not how large the free software economy is.
Sound business strategies, but not specific to free software.

Internet not required
Society can live in freedom with or without the Internet. The Internet makes it convenient for communities to cooperate and share digital information and tools. Communities can still meet together and communicate using tools like the Telephone and paper mail.
The demand for software freedom is a far more important. Without this demand, I would argue that no user today would care enough about their essential liberty to invest their resources into freedom. The software proprietors would offer convenient software at the expense of user freedom and users would accept it as they wouldn't know any better.
