Her employer, Codeplex Foundation, at codeplex.org, is a different body from Codeplex.com, a Microsoft-run “forge” which hosts 10,000 open source projects
This sounds like some sort of shell and pea game that Ballmer's just invented. Anyway, where did he ever find 10,000 "open source" projects? He must have discovered some method of mass-producing M$-Vapourware to suddenly come up with that quantity of "projects".
CodePlex is a M$-Scam, trying to get Free Software developers to work for M$ without having to pay them.
M$ is M$, and Free Software is Free Software. No amount of M$ CodePlexing about "open source" is going to change that.
